Figure 4 outlines the 3 components within the concept of operations: roadside sensor detects traffic queue, traffic management, and traveler information. In the first component, the roadside sensor detects a traffic queue, the queue data is sent to the CTMC data server, and the data is processed using the ITSworkzone™ tool. For the second component, traffic management, the CTMC staff monitors traffic conditions via CCTV imagery, the CTMC staff verifies the nature of the queues, and CTMC staff initiates incident clearance as needed. During the third component, traveler information, information is distributed to the traveler: the web site speed map graphic is updated, and the DMS displays the appropriate message to motorists.
