Project Description:   Interstate Highway 81 is the longest section of Interstate in the Commonwealth of Virginia. I-81 in Virginia is scheduled for major reconfiguration and extensive re-construction over the next 20 years creating a unique opportunity to deploy Intelligent Transportation Systems (ITS) along the length of a crucial Interstate. To address ITS in the I-81 corridor, VDOT has created a formal organizational framework capable of achieving successful ITS integration in the short term, during the multiyear reconstruction of I-81 and in the post construction period. The I-81 ITS Program is designed to improve the planning and implementation of ITS in the I-81 Corridor through the integration of ITS applications in the short term and during the planned re-construction and post-construction Corridor operations. The Program framework consists of two levels. At the project/technical level there is a Technical Committee and ten Technical Working Groups, each covering a specific emphasis area. These Working Groups assess the needs in their particular emphasis area, and develop proposals to address the identified needs. This project is designed to support the first year of the I-81 ITS integration program.

This project constitutes the FY 2001 ITS Integration Program earmark for the Commonwealth of Virginia. The initial program of projects consists of twenty project initiatives summarized as follows:

- Continuation of program management.
- Develop/refine a draft concept of operations for the corridor.
- Retain the services of a system integrator.
- Establish a set of decision criteria applicable to the use of dynamic message signs and a set of approved alerts.
- Develop a training program for incident response and clearance.
- Development of ITS Design Guidelines.
- Design and implementation of a Database Management System.
- Development of a I-81 ITS Communications Program.
- Four subprojects designed to expand "Travel Shenandoah," a Shenandoah Valley Traveler Information program.
- Implementation, testing and evaluation of a pilot "Truck Fleet Alert & CVO Travel Service" for the I-81 corridor.
- Two public safety initiatives: a public safety strategic plan, and deployment of remote real-time audio and video connections enabling communications between medical helicopters and on-scene EMS providers.
